Summary:
Provides regulatory and technical oversight of Department of Defense (DoD) contaminated sites and munitions sites in accordance with Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) and the New Hampshire Code of Administrative Rules Chapter Env-Or 600 Contaminated Sites Management.
Responsibilities:
Minimum Qualifications:
Education: Bachelor's degree from a recognized college or university with major study in forestry, geology, hydrogeology, or a related water resources or earth science degree. Each additional year of approved formal education may be substituted for one year of required work experience.
Experience: Six years' experience as a professional geologist, hydrogeologist, or hydrologist.
License/Certification: Must have, or obtain within one year of hire, registration as a Professional Geologist in the State of New Hampshire. Eligibility for N.H. driver's license required for performing professional field work.
SPECIAL REQUIREMENT: Position requires on-site presence and work at uncontrolled hazardous waste sites in accordance with the requirements mandated by federal and state regulations and the terms of State/DoD cooperative agreements. Therefore, as a condition of initial employment, the job candidate must complete a baseline medical examination. Additionally, the incumbent must satisfy the Occupational Safety and Health Agency’s health and safety requirements for employees who work at hazardous waste sites including periodic medical monitoring and adherence with personal protection procedures.
PREFERRED WORK TRAITS: Considerable knowledge of hydrogeologic principles and modern practices as applied to aquifer delineation, characterization, and contaminated site management. Considerable knowledge in a related field such as geology, engineering, geochemistry, biology, and soil sciences sufficient to incorporate considerations from these disciplines in the review and study of groundwater management problems, plans and activities. Knowledge of application of environmental sciences for protection of underground and surface sources of drinking water. Ability to plan hydrogeologic investigations and oversee implementation of the plan and present technical data in clear, concise scientific reports. Ability to establish and maintain effective working relationships with associates, government and industrial officials, consultants, professional and nonprofessional organizations, individuals and the general public.

Responsibilities:
- Reviews and comments on the work conducted by DoD contractors and consultants involved with hydrogeological investigations and clean-up efforts to assure that work performed adheres to specifications and meets project requirements.
- Collects, analyzes, and interprets complex hydrogeologic information requiring considerable initiative and professional judgment, to determine the extent and the sources of groundwater contamination.
- Manages NHDES contractors to conduct investigations in accordance with DoD requirements. This includes developing work plans, and reviewing and approving budgets, invoices and deliverables.
- Writes agency reports to present the findings of hydrogeologic studies for review and use by other government agencies, attorneys, consultants, and the public.
- Presents agency reports to the public, other governmental agencies, hydrogeological consultants, and attorneys in public and enforcement related meetings to communicate agency findings to interested parties.
- Reviews and collaborates on the development of technical investigation work plans, observes field work, and reviews preliminary data and draft reports to ensure that investigations are completed at a high level of technical competence, and are defensible in legal enforcement actions by the Attorney General’s Office.
- Provides expert technical testimony to the Attorney General’s Office for deliberations on issues involving groundwater contamination and hydrogeological investigations to assist in legal enforcement actions.
- Continually seeks to improve practices to add quality and value in support of DES’ mission while identifying and eliminating unnecessary or redundant actions. Implements continuous improvement practices within the Hazardous Waste Remediation Bureau.
